I used to be able to enable loging when creating a policy to Block Access to Specific web sites. That option seems to be no longer possible. Is there an alternative method?

Yes. With version 4.5 there is a Policy dedicated to logging. See 'Policies' - 'Policy Manager' - 'Log' policy
